ELAP provided funds to assist pupils in grades four through eight to learn English as efficiently and as quickly as possible, as well as progress academically to meet grade-level standards, promotion, and graduation requirements.
To be eligible, local educational agencies must have reported one or more English learners in grades four through eight on the most recent Language Census (R-30LC).
