Program Description:

The SLIBG program combined the School Library Materials (SLM) and School Improvement Program (SIP) into one block grant. In order to be eligible for SLIBG funding, a school district or county office of education must have participated in either or both SLM or SIP in the 2003–04 fiscal year. Local educational agencies (LEAs) that participated in the SIP prior to the inclusion in the block grant could use the funds for any purpose previously authorized by both programs as determined by the school advisory committee. LEAs that did not participate in the SIP could only use the funds for the SLM.

Flexibility:

  • EC Section 42605 authorized complete flexibility for this funding for fiscal years 2008–09 through 2012–13. During those years a school district or county office of education could use funds received for any educational purpose.
