  1. Full Instructional Quality Commission

    1. Call to Order
      The Commission Chair Costa-Hernández called the meeting to order at approximately 10 a.m.

    2. Salute to the Flag
      Commissioner Garcia led the salute to the flag.

    3. Overview of Agenda
      Commission Chair Costa-Hernández gave an overview of the agenda.

    4. Approval of Minutes for the January 19−20, 2022, Commission Meeting (Action)
      ACTION: Commissioner Jarvis moved to approve the January 19−20, 2022, Commission meeting minutes. Commissioner Gotanda seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (15–0). Assemblymember Ramos, Senator Allen, and Commissioner Williamson were absent from the meeting.

    5. Report of the Chair
      Commission Chair Costa-Hernández gave a report.

    6. Report of the Deputy Superintendent
      Deputy Superintendent Cheryl Cotton gave a report.

    7. Report of the Executive Director’s
      Executive Director Mike Torres gave a report.

    8. Report of the State Board of Education (SBE)
      SBE liaison Glover Woods reported on the activities of the SBE.

    9. Approve Revised Proposed 2022 IQC Calendar (Action)
      There were no speakers to give public comment.
      ACTION: Commissioner Popovich moved to approve the revised 2022 IQC meeting dates. Commissioner Astorga-Almanza seconded the motion. There was no further discussion. The motion was approved by a unanimous vote of the Commissioners present (15–0). Assemblymember Ramos, Senator Allen, and Commissioner Williamson were absent from the meeting.

    10. Travel Training (Information)
      The Commission received a presentation from staff on Department travel procedures.

    11. State Literacy Plan Presentation (Information)
      The Commission received a presentation from staff on the State Literacy Plan.

    12. Model Curriculum Coordinating Council Presentation (Information)
      The Commission received a presentation from staff on the Model Curriculum Coordinating Council.

    13. Digital Learning Integration and Standards Guidance Presentation (Information)
      The Commission received a presentation from Sacramento County Office of Education staff on the Digital Learning Integration and Standards Guidance.

    14. Commissioner Acknowledgments
      This was the last meeting for Commissioner Garcia, with her term on the Commission ending on June 30, 2022. Commissioners acknowledged her work while on the Commission. Commissioner Garcia also shared some parting words and reflected on her time on the Commission.

    15. Adjournment
      Commission Chair Costa-Hernández adjourned the meeting at approximately 12:02 p.m.
