IQC Chair Rustin called the meeting to order at approximately 9 a.m.
- Salute to the Flag
Executive Director Coats led the salute to the flag.
- Overview of Agenda
IQC Chair Rustin gave an overview of the agenda.
- Approval of Minutes for the January 20–21, 2021 Commission Meeting (Action)
ACTION: Commissioner Fairchild moved to approve the January 20–21, 2021, Commission meeting minutes. Commissioner Williamson seconded the motion. There was no discussion or public comment. The motion was approved by a roll call vote of the members present (16–0). Commissioner Andre was absent from the meeting. Commissioner Friedman was absent for the vote.

Executive Director Shanine Coats gave a report.
- Report for the State Board of Education
SBE liaisons Rucker and Straus reported on the activities of SBE.
- Approve Proposed Revised 2023 IQC Meeting Calendar (Action)
ACTION: Commissioner Muñoz moved to approve the proposed revised 2023 IQC Meeting Calendar. Commissioner Gotanda seconded the motion. There was no discussion or public comment. The motion was approved by a roll call vote of the members present (16–0). Commissioner Andre was absent from the meeting. Commissioner Friedman was absent for the vote.
- Sacramento County Office of Education Distance Learning Presentation (Information)
The Sacramento County Office of Education gave a presentation on distance learning. There was no public comment.

Commission Chair Rustin called the Executive Committee to order.
- Assignment of New Commissioner to Subject Matter Committees (Action)
Commission Chair Rustin and the Executive Committee appointed Assemblymember Ramos to the History–Social Science Subject Matter Committee (SMC). There was no public comment.

Committee Chair Chapman called the Mathematics SMC meeting to order.
- 2021 Mathematics Framework for California Public Schools, Kindergarten Through Grade Twelve (Mathematics Framework) (Information/Action)
- Report on Survey Results and Comments Received During the First 60-Day Public Review and Comment Period (Information)
Executive Director Coats, CDE staff, Constantino Silva, and writer Brian Lindaman reviewed the summary table of public input on the draft Mathematics Framework that the SMC would use to guide their discussion. SMC Chair Chapman then opened the public hearing.
- Public Hearing on the Draft Mathematics Framework
Each speaker had one minute to speak. Approximately 76 individuals provided public comment during the public hearing.
- Recommendation to the Commission on the Approval of the Draft Mathematics Framework (Action)
ACTION: Commissioner Williamson moved to recommend the draft Mathematics Framework, with suggested edits on which the Mathematics SMC reached consensus, to the full IQC. Commissioner Muñoz seconded the motion. There was no further discussion. The motion was approved by a roll call vote of the committee members present (7–0).
ACTION: Commissioner Williamson moved to ask the full IQC to delegate to the IQC Chair and Mathematics SMC Chair the review and approval of the agreed-upon changes to the draft Mathematics Framework as well as any minor edits identified by Curriculum Frameworks and Instructional Division (CFIRD) staff (e.g., grammar, punctuation, word order, etc.) before the draft is posted for the second 60-day period of public review and comment. Commissioner Popovich seconded the motion. After further discussion, Commissioner Fairchild moved to delegate to IQC Chair, Mathematics SMC Chair, and Senator Allen the review and approval of the agreed-upon changes to the draft Mathematics Framework as well as any minor edits identified by CFIRD staff (e.g., grammar, punctuation, word order, etc.) before the draft is posted for the second 60-day period of public review and comment. Commissioner Williamson seconded the motion. There was no further discussion. The motion was approved by a roll call vote of the committee members present (7–0).

- Full Commission Reconvenes
IQC Chair Rustin reconvened the Full Commission
- Public Hearing on the Draft Mathematics Framework (Time Certain – 1 p.m.)
IQC Chair Rustin opened the public hearing. Each speaker had one minute to speak. Approximately two individuals provided public comment during the public hearing.
- IQC Recommendation to the SBE of the Draft Mathematics Framework (Action)
ACTION: Commissioner Chapman moved to recommend the draft Mathematics Framework to the SBE, with edits approved by the Commission, following a 60-day public comment period. Commissioner Muñoz seconded the motion. There was no further discussion. The motion was approved by a roll call vote of the members present (13–0). Senator Allen abstained from the vote. Commissioner Andre was absent from the meeting. Commissioner Friedman was absent for the vote.

CDE staff Mike Torres and Erin Verticchio gave a presentation to the Commission. There was no public comment.
- Commissioner Acknowledgements
This was the last meeting for student Commissioner Howard, with her term on the Commission ending June 30, 2021. Commissioners acknowledged her work while on the Commission. Commissioner Howard also shared some parting words and reflected on her time on the Commission.
- Adjournment of Meeting
IQC Chair Rustin adjourned the meeting at 11:22 a.m.
