  1. Full Instructional Quality Commission

    1. Call to Order
      IQC Acting Chair Muñoz called the meeting to order at approximately 9 a.m.

    2. Administration of Oath of Office
      State Board of Education Vice President Straus administered the oath of office to new Commissioners Friedman and Young.

    3. Salute to the Flag
      Executive Director Coats led the salute to the flag.

    4. Overview of Agenda
      IQC Acting Chair Muñoz reviewed the agenda.

    5. Consideration Regarding Election of Vice Chair for November Meeting
      The Commission chose not to elect a Vice Chair for the November meeting.

    6. Approval of Minutes
      ACTION: Assemblymember Weber moved to approve the September 16, 2020, Commission meeting minutes. Commissioner Williamson seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (17–0). Senator Allen was absent for the vote.

    7. Report of the IQC Chair
      Acting IQC Chair Muñoz gave a report.

    8. Report of the Executive Director
      Executive Director Shanine Coats gave a report.

    9. Report of the State Board of Education (SBE)
      SBE members Rucker, Straus, and Glover-Woods gave reports.

  2. Executive Committee
    IQC Acting Chair Muñoz called the Executive Committee meeting to order.

    1. Assignment of New Commissioners to Subject Matter Committee

      ACTION: Commissioner Fairchild moved to place Commissioner Friedman on the History–Social Studies Subject Matter Committee and Commissioner Young on the English Language Arts/English Language Development Subject Matter Committee, and the Ad Hoc Committee. Commissioner Costa-Hernández seconded the motion. There was no further discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the committee members present (4–0).

    2. Public Comment: None

  3. English Language Arts/English Language Development (ELA/ELD) Subject Matter Committee (SMC)
    SMC Chair David Phanthai called the ELA/ELD SMC meeting to order.

    1. California Comprehensive State Literacy Plan (Information/Action)

      1. Review Public Comment Results and Recommend Edits (Information)
        Barbara Murchison, Director of the Educator Excellence and Equity Division, reviewed the public comment received and proposed revisions to the California Comprehensive State Literacy Plan based on the public comment.

      2. Public Comment on the Draft Comprehensive State Literacy Plan
        ELA/ELD SMC Chair Phanthai invited public comment on the draft Comprehensive State Literacy Plan. Approximately seven members of the public spoke to the Commission.

      3. Committee Recommendation to the Full Commission the draft Comprehensive State Literacy Plan (Action)
        The SMC discussed and recommended edits to the draft Comprehensive State Literacy Plan.
        ACTION: Commissioner Jarvis moved to recommend to the full Instructional Quality Commission the draft Comprehensive State Literacy Plan with the changes agreed to. Commissioner Andre seconded the motion. There was no further discussion. A roll call vote was taken. The motion was approved by a unanimous vote of the committee members present (5–0).

  4. Arts Subject Matter Committee
    SMC Chair Tonkovich called the Arts SMC meeting to order.

    1. Consideration Regarding Election of Vice Chair for November Meeting (Information/Action)
      The SMC chose not to elect a Vice Chair for the November meeting.

    2. 2021 Arts Education Instructional Materials Adoption (Information/Action)

      1. Recommendation of Instructional Materials Reviewers (IMRs) and Content Review Experts (CREs) to the State Board of Education (SBE)
        ACTION: Commissioner Astorga-Almanza moved to recommend to the full IQC IMR applicants: 1, 3, 4, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 17, 19, 24, 25, 26, 28, 29, 34, 35, 36, 37, 38, 39, 40, and 43 as well as CRE applicants 2, 5, 16, 18, 20, 21, 22, 23, 27, 30, 31, 32, 33, 41, and 42. Commissioner Chapman seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (6–0). Senator Allen was not present for the vote.

    3. Public Comment
      There was no public comment.

  5. World Languages Subject Matter Committee
    SMC Chair Renteria called the World Languages SMC meeting to order.

    1. 2021 World Languages Instructional Materials Adoption (Information/Action)

      1. Recommendation of Instructional Materials Reviewers (IMRs) and Content Review Experts (CREs) to the State Board of Education (SBE)
        ACTION: Commissioner Gotanda moved to recommend to the full IQC IMR applicants: 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 27, 28, 29,30, 31, 32, 33, 34, 36, 37, 38, 39, 40, 41, 42, 43, and 44 as well as CRE applicants 1, 25, and 35. Commissioner Jarvis seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (8–0).

      There was no public comment.

  6. Full Commission Reconvenes

    1. Reports/Action from the Subcommittees to the Full IQC

                ELA/ELD Subject Matter Committee

      1. Approve and Recommend to the SBE the draft Comprehensive State Literacy Plan (Action)
        ACTION: ELA/ELD SMC Chair Phanthai moved to approve the revised draft Comprehensive State Literacy Plan with the changes agreed upon by the committee. Commissioner Costa- Hernández seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (17–0). Commissioner Allen was absent for the vote.

        Arts Subject Matter Committee

      2. Recommend IMRs and CREs to the SBE (Action)
        ACTION: Arts SMC Chair Tonkovich moved that the full Commission recommend the Instructional Materials Reviews and Content Review Experts to the State Board of Education. Commissioner Astorga-Almanza seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (17–0). Commissioner Allen was absent for the vote.

        World Languages Subject Matter Committee

      3. Recommend IMRs and CREs to the SBE (Action)
        ACTION: World Languages SMC Chair Renteria moved that the full Commission recommend the Instructional Materials Reviews and Content Review Experts to the State Board of Education. Commissioner Jarvis seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (17–0). Commissioner Allen was absent for the vote.

  8. History–Social Science Subject Matter Committee
    SMC Chair Rustin called the History–Social Science SMC meeting to order.

    1. 2020 Ethnic Studies Model Curriculum (Information/Action)

      1. CDE Update (Information)
        Staff gave an update to the Commission on the Ethnic Studies Model Curriculum process. The Commission listened to comments by former Assemblymember Luis Alejo, Dr. Shawn Ginwright, Professor Albert Camarillo, and Manufou Liaiga Anoa’I as well as CDE staff Mary Nicely and Dr. Daniel Lee.

      2. Review Public Comment and Review Period Results (Information)
        Staff reviewed the public comment and review period results.

      3. Public Comment on the Draft Ethnic Studies Model Curriculum
        HSS SMC Chair Manuel Rustin invited public comment on the draft Ethnic Studies Model Curriculum. Approximately 99 members of the public spoke to the Commission.

      4. Review Feedback on the Draft Ethnic Studies Model Curriculum and Recommend Edits (Information/Action)
        SMC Chair Rustin led the Committee in a discussion of the public feedback and recommended edits through chapter 1 of the draft Ethnic Studies Model Curriculum before adjourning for the day.

ADJOURNMENT FOR THE DAY

  1. History–Social Science Subject Matter Committee
    SMC Chair Rustin called the History–Social Science SMC meeting to order.

    1. Ethnic Studies Model Curriculum (Information/Action)

      1. Review Feedback on the Draft Ethnic Studies Model Curriculum and Recommend Edits (Information/Action)
        SMC Chair Rustin continued to lead the Committee in a discussion of the public feedback and recommended edits on the draft Ethnic Studies Model Curriculum.

      2. Recommend to the Full Commission Approval of the Draft Ethnic Studies Model Curriculum with Subject Matter Committee Edits (Action)
        ACTION 1: Commissioner Williamson moved to recommend the revised draft Ethnic Studies Model Curriculum to the full Commission with the edits approved by the SMC. Commissioner Gotanda seconded the motion. There was no further discussion. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (9–0).

        ACTION 2: Commissioner Gotanda moved to ask the full Commission to delegate to the Acting IQC Chair and History–Social Science SMC Chair the review and approval of the agreed-upon changes to the draft model curriculum as well as any minor edits identified by Curriculum Frameworks and Instructional Resources Division staff (e.g., grammar, punctuation, word order, etc.) before the draft is posted for a final 45-day period of public review and comment. Commissioner Williamson seconded the motion. There was no further discussion. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (9–0).

  2. Full Commission Reconvenes

    1. Reports/Action from the Subcommittees to the Full IQC

      History–Social Science Subject Matter Committee

      ACTION 1: History–Social Science SMC Chair Rustin moved to recommend the revised draft Ethnic Studies Model Curriculum to the State Board of Education, with the edits approved by the Commission, following a 45-day public comment period. Commissioner Gotanda seconded the motion. There was no further discussion. The motion was approved by a roll call vote of the members present (17–0). Commissioner Tonkovich abstained.

      ACTION 2: History–Social Science SMC Chair Rustin moved that the full Commission delegate to the Acting IQC Chair and History–Social Science SMC Chair the review and approval of the agreed-upon changes to the draft model curriculum as well as any minor edits identified by Curriculum Frameworks and Instructional Resources Division staff (e.g., grammar, punctuation, word order, etc.) before the draft is posted for a final 45-day period of public review and comment. After Commission discussion, the motion was amended to include Commissioner Friedman as well. Senator Allen seconded the motion. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (17–0). Commissioner Andre was not present for the vote.

      Chief Deputy Stephanie Gregson made remarks to the Commission.

    2. Plan January 20, 2021, New Commissioner Orientation
      The Commission discussed the upcoming January 2021 new Commissioner orientation. The Commission asked staff to schedule an additional IQC meeting to discuss rescheduling the orientation date due to a conflict with the Presidential Inauguration.

    3. Commissioner Acknowledgments
      This was the last meeting for Commissioner Tonkovich, with her term on the Commission ending December 31, 2020. Commissioners acknowledged her work while on the Commission. Commissioner Tonkovich also shared some parting words and reflected on her time on the Commission.

    4. Adjournment
      Acting IQC Chair Muñoz adjourned the meeting at approximately 3:36 p.m.
