  1. Full Instructional Quality Commission
    1. Call to Order
      Commission Chair Jarvis called the meeting to order at approximately 10 a.m.

    2. Salute to the Flag
      Student Commissioner Chen led the salute to the flag.

    3. Overview of Agenda
      Commission Chair Jarvis gave an overview of the agenda.

    4. Approval of Minutes for the September 20, 2023, Commission Meeting (Action)

      ACTION: Commissioner Raygoza moved to approve the September 20, 2023, Commission meeting minutes. Commissioner Vang seconded the motion. There was no discussion or public comment. The motion was approved by a vote of the members present (13–0). Commissioner Winawer abstained from the vote. Commissioner Friedman was absent for the vote. Assemblymember Ramos and Senator Allen were absent from the meeting.

    5. Report of the Chair
      Commission Chair Jarvis gave a report.

    6. Report of the Deputy Superintendent
      Deputy Superintendent Cheryl Cotton gave a report.

    7. Report of the Executive Director
      Executive Director Mike Torres gave a report.

    8. Report of the State Board of Education
      State Board of Education (SBE) liaisons Glover Woods and Lewis reported on the activities of the SBE.

    9. Instructional Materials Adoption Process
      Staff gave a presentation on the instructional materials adoption process. The Commission had a discussion on the presentation. There was no public comment.

  2. Mathematics Subject Matter Committee (SMC)
    Committee Chair Gotanda called the Mathematics Subject Matter Committee meeting to order.

    1. 2025 California Mathematics Instructional Materials Adoption
      1. Schedule of Significant Events (Action)
        ACTION: Commissioner Winawer moved to approve the Schedule of Significant Events and move it forward to the SBE. Commissioner MacGaffey seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the committee members present (7–0).

      2. Online Instructional Materials Reviewer Application Questions (Information/Action)
        ACTION: Commissioner MacGaffey moved to approve the draft reviewer applications and forward them to the SBE. Commissioner Reina-Guerra seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the committee members present (7–0).

      3. Evaluation Criteria and Content Standards Maps (Information/Action)
        ACTION: The Commission discussed the Evaluation Criteria and Content Standards Maps. Commissioner Winawer moved to approve the Evaluation Criteria and Content Standards Maps as amended. Commissioner Andre seconded the motion. There was no further discussion or public comment. The motion was approved by a unanimous vote of the committee members present (7–0).

    1. Reports/Actions from Subcommittees

      Mathematics Subject Matter Committee

      ACTION 1: Mathematics SMC Chair Gotanda moved that the IQC forward the Schedule of Significant Events for the 2025 California Mathematics Instructional Materials Adoption to the SBE. Commissioner Reina-Guerra seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the commissioners present (15–0). Senator Allen and Assemblymember Ramos were absent from the meeting.

      ACTION 2: Mathematics SMC Chair Gotanda moved that the IQC forward the review application for the 2025 California Mathematics Instructional Materials Adoption to the SBE. Commissioner Winawer seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the commissioners present (15–0). Senator Allen and Assemblymember Ramos were absent from the meeting.

      ACTION 3: Mathematics SMC Chair Gotanda moved that the IQC forward the set of Evaluation Criteria and Standards Maps for the
      2025 California Mathematics Instructional Materials Adoption to the SBE as amended. Commissioner Lanning seconded the motion. The Commission discussed. There was no public comment. The motion was approved by a unanimous vote of the commissioners present (15–0). Senator Allen and Assemblymember Ramos were absent from the meeting.

    2. Approve and Recommend to the SBE the Proposed Revised Guidance for Local Instructional Materials Adoptions (Action)
      Commissioner Jarvis announced that this item was withdrawn from the agenda on November 13, 2023.

    3. Plan January 24, 2024, Orientation
      The Commission discussed the upcoming January 2024 new Commissioner orientation. There was no public comment.

    4. Individual Commissioner Report
      Commissioner Astorga-Almanza asked questions regarding Proposition 28.

    5. Commissioner Acknowledgements
      This was the last meeting for Commissioners Andre, Astorga-Almanza, Gotanda, and Jarvis with their terms on the Commission ending. Commissioners acknowledged their work while on the Commission. Commissioners Andre, Astorga-Almanza, Gotanda, and Jarvis also shared some parting words and reflected on their time on the Commission. There was no public comment.

    6. Adjournment
      Commission Chair Jarvis adjourned the meeting at approximately 11:52 a.m.
