CLSD 2024 Grant Literacy Lead Agency
Information regarding the Comprehensive Literacy State Development (CLSD) Grant. The CLSD Grant advances literacy skills through the use of evidence-based practices, activities and interventions, including pre-literacy skills, reading, and writing. (PDF) authorizes the Comprehensive Literacy State Development (CLSD) Grant. In 2024, the California Department of Education (CDE) was awarded $38 million in new CLSD grant funds to expand and enhance existing statewide infrastructure, guidance, and expertise to increase coherence within the system of literacy supports to improve student outcomes over a period of five years.
To help achieve this goal, the CDE identified three Literacy Lead Agencies (LLAs) through a competitive grant process to expand and enhance expertise in the priorities identified in the updated and revised State Literacy Plan (PDF) and implement the strategies through multi-year large-scale projects with local districts. These strategies must align with state guidance and policies, be evidence-based, and support the literacy needs of economically disadvantaged and high-need students. LLAs and their partners will support teachers within their regions to improve comprehensive literacy instruction with a focus on the statewide literacy priority for their assigned age and grade span.

CLSD 2024 Grantees
Statewide Literacy Priority 1
Birth to age five programs that support early childhood educators to build their instructional capacity to support early language and literacy skills and to promote literacy-rich environments and experiences, as well as to increase family support by developing knowledge and skills through family-centered curriculum and literacy activities with special attention to linguistic diversity.
San Bernardino County Superintendent of Schools (SBCSS) successfully led the Early Learning Literacy Project as an LLA in the CLSD 2019 grant, in consortium with two partner county offices of education (COE). The new proposed consortium expands from the three previous COEs, which they call System Leads, to include an additional seven COEs, which will be known as Implementation Leads. The consortium includes participating school districts and school sites with additional early learning sites representing urban, suburban, and rural areas across California serving children ages three to five.

Statewide Literacy Priority 2
Transitional kindergarten to grade five (TK–5) programs that build educator capacity for evidence based structured literacy instruction within a Multi-Tiered System of Support (MTSS), including Universal Tier 1 instruction in foundational skills, language development, reading comprehension, and writing instruction for all students including, but not limited to:
- English learner and multilingual students with opportunities to develop biliteracy, including integrated and designated English Language Development (ELD);
- Students struggling with literacy, including, but not limited to, students with disabilities and students with dyslexia; and
- Other identified student populations.
Placer COE (PCOE) is a new COE to the CLSD Grant; however, their consortium includes four COEs from the CLSD 2019 grant, including two previous lead agencies and two previous partner COEs. The consortium includes a total of ten COEs, with three serving as co-leads, and seven partner COEs. The proposed consortium will serve partner school districts, students, and teachers across urban, suburban, and rural settings throughout California.

Statewide Literacy Priority 3
Grades six through twelve (6–12) programs that build educator capacity in all content areas for evidence-based literacy instruction within an MTSS, including Universal Tier 1 literacy instruction for all students, including but not limited to:
- English learner and multilingual students with opportunities to develop biliteracy, supports for long-term English learners, integrated and designated ELD;
- Students struggling with literacy, including, but not limited to, students with disabilities and students with dyslexia; and
- Other identified student populations.
Napa COE (NCOE) successfully led the Lead to Literacy Project as an LLA in the CLSD 2019 grant, in consortium with two partner COEs. The new proposed consortium expands from the three previous COEs, to five lead COEs and 10 Partner COEs. The consortium includes initial implementation school sites with recruitment throughout years two–four of the grant project. The consortium will also directly support teachers, literacy coaches, and district leaders across urban, suburban, and rural areas across California.
