Funding Description

The Local Control Funding Formula (LCFF) was enacted with the passage of the 2013-14 Budget Act, replacing the previous K-12 finance system with a new funding formula for school districts, charter schools, and county offices of education (LEAs). The formula is composed primarily of uniform base grants and additional funding for disadvantaged students. The LCFF was phased in over six years and was fully implemented in 2019-20.

Allocation Formula Under the LCFF, LEAs receive a Base Grant for each unit of average daily attendance (ADA) they serve. School district and charter school Base Grant amounts are determined by the grade span of the ADA served (e.g. TK/K-3, 4-6, 7-8, 9-12). The Base Grant for a county office of education is determined by the type of ADA served by the county. All eligible LEAs receive Supplemental and Concentration Grant funding based on the percentage of disadvantaged students enrolled in the LEA. In addition, county offices of education receive an Operations Grant for their oversight responsibilities. Funding rates are available on the 2024-25 Funding Rates and Information web page.

Fiscal Principal Apportionment [http://www.cde.ca.gov/fg/aa/pa/]
Other Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: the First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by June 25th and the Annual calculation is certified by February 20th of the following year (with that year's P-1 certification).
