State Council Members

Members Present:

Kate Wren Gavlak, Commissioner; Kelli May, Department of Defense (DOD) Liaison Representative; Kelly Frisch, DOD Liaison Representative; Jacie Ragland, State Superintendent of Public Instruction (SSPI) Designee; John Burns, Task Force Chairperson; Justin Cunningham, State Council Member, and Patricia Rucker, State Board of Education (SBE).

Members Absent:

Assembly Member Jacqui Irwin/Designee, Senator Marty Block/Designee, and Sylvia Crowder, Family Education Liaison.

Welcome and Introductions

Jacie Ragland, SSPI Designee: Opened the meeting of the California State Council for the Interstate Compact on Educational Opportunity for Military Children (State Council) at 1:17 p.m. at the California Department of Education (CDE). She welcomed State Council members present and asked that introductions be made by all.

Opening Remarks

  • Jacie Ragland, SSPI Designee: Welcomed Captain Hickey, U.S. Coast Guard, and his staff, as well as Christian Mendoza and Patricia Rucker.

Approval of Previous Meeting Minutes

  • John Burns, Task Force Chairperson: Made a motion to approve minutes from the April 26, 2016, State Council meeting; the motion was seconded by Jacie Ragland, SSPI Designee. The State Council voted unanimously to approve the minutes from the April 26, 2016, meeting.

Commissioner’s Update

  • Kate Wren Gavlak, Commissioner: Provided information regarding the incoming Military Interstate Children’s Compact Commission (MIC3) Executive Director, Cherise Imai, whose term began June 1, 2016, and a brief synopsis of a lawsuit filed due to noncompliance of the Compact where the receiving state took away PE credits received for competitive sport activity. She reported that the Strategic Plan was rolled out at the recent Annual Business Meeting (ABM) of the MIC3 in October. The meeting included a few changes to those in the past: new Commissioners were invited to a luncheon and provided information to help them prepare for the ABM, training and breakouts were conducted in two tiers, new branding was introduced for MIC3, and a special presentation regarding the National Center for Interstate Compacts was provided. The 2017 ABM will be held in Providence, Rhode Island, the 2018 ABM will be held in Ohio, and the 2019 ABM will take place in the Western part of the country. Commissioner Wren Gavlak cautioned the group on bringing up issues that are not Compact related.

Discussion Items

  • Kate Wren Gavlak, Commissioner: Distributed the technical assistance summary. The group discussed an issue that has/may come up regarding advanced diploma provisions such as a recent issue between California and Hawaii. Commissioner Wren Gavlak provided additional information regarding overflow enrollment issues.
  • Captain Hickey, U.S. Coast Guard: Requested that a representative from U.S. Coast Guard be appointed to the State Council. Jacie Ragland, SSPI Designee, agreed to move forward with this.

Update: Senate Bill 1455 Remote Enrollment and Registration

  • Kelli May, DOD Liaison Representative: Provided an update on the current standing of Senate Bill 1455 (Block). She is working with the California School Board Association on draft sample policy language.

Overview: Issues for Sailors with High School Seniors

  • The State Council thanked Jacie Ragland, SSPI Designee, and Kelli May, DOD Liaison Representative, for their work on the Military Child Lobby Display Poster, and agreed to annually seek approval to place a display recognizing April as Military Children’s Month in the CDE lobby area.

  • Kelly Frisch, DOD Liaison Representative: Reviewed handout regarding stabilization for sailors with high school seniors. Kelli May, DOD Liaison Representative stated that the Marine Corps has a similar order in place. Commissioner Wren Gavlak reminded the group that this issue is not included in the Compact.

Appointments

  • Jacie Ragland, SSPI Designee: As a result of the vacancy created by the retirement of Jerry Dannenberg, Superintendent Justin Cunningham accepted the appointment of School District Superintendent Representative for Bonsall Unified School District.

  • Jacie Ragland, SSPI Designee: Sylvia Crowder previously accepted the appointment of Family Education Liaison at the April 26, 2016, California State Council meeting.

Public Comments

  • There were no public comments.

State Council Member Comments

  • Patricia Rucker, SBE: Provided a brief update on the Local Control and Accountability Plan (LCAP) template and encouraged districts to identify military-connected community members as stakeholders in the LCAP. She encouraged group members to attend SBE meetings to remind the SBE that military-connected communities are stakeholders in the State Education Plan. The group discussed using LCAPs as an avenue to implement SB 1455 and to address issues related to military connected students.

  • John Burns, Task Force Chairperson: Commented on the importance of having representatives from each military branch included on the California State Council.

Quarterly Meetings Schedule

  • Kelli May, DOD Liaison Representative: Stated that Marine Corps Installations West would like to host the April 25, 2017, State Council meeting at Admiral Baker (9:00 a.m.–Noon) in conjunction with the Joint Military and Education Forum, and ending with the State Educator's Reception.

Adjournment

  • Kate Wren Gavlak, Commissioner: Adjourned the meeting at 3:07 p.m.
