Intensive Level 1

Local educational agencies (LEAs) that have been identified as Intensive Level 1 are required to participate in all three steps of the Compliance and Improvement Monitoring (CIM) process. This is the home page for that Level.

If you have been identified as Intensive Level 1 in your March 20, 2023, Annual Determination Letter, you are required to participate in all three steps of the CIM process, with some activities conducted independently, some with the assistance and guidance of a technical assistance (TA) provider, and some under the California Department of Education's (CDE's) close supervision. The goal at the end of the monitoring period is to have a fully developed improvement plan that seeks to implement a high leverage activity or activities that will improve outcomes for students with disabilities in the LEA.

The CDE identifies LEAs for Level 1 Intensive Monitoring and support that are in the bottom 8–10 percent of LEAs for outcomes in achievement, placement, and school climate (suspension and attendance) for students with disabilities.
