  1. Welcome and Introductions

SMC Co-Chair Galvan called the English Language Arts/English Language Development (ELA/ELD) SMC meeting to order. All participating ELA/ELD SMC members, IQC members, CDE staff, framework writers, and members of the public introduced themselves.

  1. Review the Comments Received From the 2nd 60-day Field Review of the Draft English Language Arts English Language Development Framework (Information/Action)

Jo Ann Isken, IQC Chair and former ELA/ELD SMC Chair, facilitated the discussion of public comments received from May 1 to June 27 (date of the SMC meeting). An overview of the process to review the comments was highlighted. Members were directed to the Attachment 1 charts as the guiding documents. Each comment was labeled with identifying numbers using either 1000 (for first mailing), 2000 (for second mailing), 3000 (for third mailing), and 4000 (for comments just received and distributed the day of the meeting). All comments shaded in grey on the charts would not be discussed unless requested. The members focused on the discussion comments, which included chapter overviews by the writers. After each comment was discussed, consensus was reached on action. A summary of the action for each comment is noted on the attached chart, “Action by the ELA/ELD SMC on Public Input to the ELA/ELD Draft Framework.”  It was noted that any additional public comments received after the ELA/ELD SMC meeting will be shared with Jo Ann Isken, as IQC Chair, for direction as part of the presentation to the State Board of Education on July 9, 2014.

ACTION:  Commission Galvan moved to approve the recommendations as reached by consensus on “Chart 1 Public Input on ELA/ELD Draft Framework (organized by chapter)” for editing the framework; to bring a summary of today’s action to the State Board of Education at their next meeting on July 9–10, 2014, and to direct the writers and staff to incorporate the approved recommendations and edits into the final prepublication version of the framework. The ELA/ELD SMC also gives authority to the IQC Chair to act on any additional comments received before the SBE meeting on

July 9, 2014. Commissioner Barrett seconded the motion. The motion was approved by a unanimous vote of the committee members present (7–0).
