IQC MEETING LOGISTICS

On March 17, 2020, Governor Gavin Newsom issued Executive Order N-29-20 related to the COVID-19 pandemic. The Executive Order allows state bodies covered by the Bagley-Keene Open Meeting Act (Act) to hold public meetings covered by the Act via web and/or audio teleconferencing. As such, the May IQC meeting will be held as an audio/video teleconference and will have a live webcast. Following are three options to access the meeting.

PUBLIC COMMENT


The public is highly encouraged to submit written comment to the IQC commissioners in advance for prior consideration. To do so, please submit comments by 5 p.m. on Friday, May 8, 2020. Comments can be submitted to IQC@cde.ca.gov. In your email, please include the following: 1) name and affiliation, if any; 2) agenda item number (i.e., 2.A.1.); and 3) public comment.

Day of Meeting Public Comment Instructions:

  • Members of the public who watch the live meeting webcast can submit public comment during the public comment period. Submit your comment to the IQC mailbox at IQC@cde.ca.gov. California Department of Education (CDE) staff will read your public comment. Please include the following in your email message: 1) agenda item number (i.e., 2.A.1.); 2) your name and affiliation, if any; and 3) public comment. Please note that written comments that are read aloud will be subject to the time limits prescribed by the presiding officer, which may result in a lengthy comment not being read in its entirety.

  • Members of the public who join via the Zoom link can give public comment during the public comment period. To use this option, your device must have a microphone. Otherwise you will have to use one of the other options. Use the “hand-raise” button to indicate you want to give public comment. CDE staff will call out your name, in the order you signed up, then unmute your microphone. Please state your name; affiliation, if any; and give your public comment. Please type in your first and last name when logging into Zoom.

  • Members of the public that dial in to the meeting can give public comment during the public comment period. The presiding officer will ask if any phone participants want to give public comment. At that time, phone participants will enter *9 on their phone and be put in a queue. CDE staff will call out the last four digits of a phone number, then unmute that phone line. At that time, please state the following: 1) your name and affiliation, if any, and 2) your public comment.

  • Speakers may only give comment for themselves and not provide comment on behalf of another individual or group.

  • Speakers will be allotted a prescribed maximum amount of time based upon the number of speakers. In all cases, the presiding officer reserves the right to impose time limits on presentations as may be necessary to ensure that the meeting is completed.

REASONABLE ACCOMMODATION FOR ANY INDIVIDUAL WITH A DISABILITY

The Instructional Quality Commission (IQC or Commission) will hold a one-day meeting on Wednesday, May 13, 2020, that will be held remotely with a live webcast. The meeting will include some activities involving the IQC as a whole and others involving one or more of the IQC’s various committees. The following outline of activities is provided for convenience only. The actual order of business may be changed without notice by the IQC Chair to accommodate the needs of members, invited presenters, and key staff. Anyone interested in a particular matter should plan to view/listen to the entire meeting. Timing and order of activities may change. The full IQC and its various committees will commence, recess, and reconvene as necessary throughout the meeting.

THE AGENDA LISTING IS ILLUSTRATIVE OF THE MATTERS TO BE CONSIDERED, BUT IT IS NOT NECESSARILY EXHAUSTIVE.

The agenda for this IQC meeting may involve the full scope of its statutory responsibilities, which includes studying the problems of courses of study in the schools of the state; developing criteria; conducting the evaluation of instructional materials; and recommending minimum standards for courses of study, curriculum frameworks, and the adoption or rejection of instructional materials. The IQC reserves the right to consider specific matters and take action within the full scope of its responsibilities. The list that follows is illustrative of the matters to be considered, but it is not necessarily exhaustive.
