Short-Term Solution for Issues with SCSE0139F2 – Missing Course Section Record

The Certification Data Discrepancy (CDD) for SCSE0139F2 – Missing Course Section Record, will trigger when the Student Course Section Enrollment (SCSE) record does not have a corresponding Course Section Enrollment (CRSE) record. While the CDD is triggering correctly, in some instances, the system is unable to display the SCSE records that have no corresponding CRSE for a student under the Student Course Section container in Online Maintenance (OM) or in the SCSE Operation Data Store (ODS) extract.  

A short-term fix will go into effect on Tuesday, February 14, to allow LEAs to see their impacted records in OM; however, LEAs will not be able to update the records using OM. Records would need to be updated via Batch; however, there is not an efficient way to identify these records in bulk. In order for this issue not to impact Fall 2 certification, beginning on Friday, February 10, we will be relaxing the validation to a warning, while we work to provide a long-term solution that will allow LEAs to easily update these records.

Please note that the majority of the SCSE0139F2 errors are valid and are caused by submitting a SCSE record prior to, or without, submitting a corresponding CRSE record. In these cases, LEAs will need to correct their data. Below are recommendations for correcting the data; however, we recommend that LEAs submit CRSE records prior to submitting SCSE records to avoid this error altogether.

  1. If the Local Course ID and Course Section ID are correctly populated in the submission, ensure the CALPADS ODS has a Course Section record for the submitted Course ID and Course Section ID.
  2. If the Local Course ID and Course Section are incorrectly populated in the submission, remove or change it so the correct value is submitted to CALPADS for the course section record of the Statewide Educator Identifier (SEID).
  3. Review Fall 2 reports 3.x to ensure all courses and student course enrollment has been accurately reported.
