2024−25 School Year Rollover (Special education related changes will be communicated in a separate Flash)

This year’s school year rollover entails implementing new codes for the 2024−25 school year, retiring codes that are no longer needed, and implementing one new Input Validation Rule (IVR). In addition, one IVR is being updated to reflect a code change. On Tuesday, September 17, 2024, the new and retired codes for 2024−25 and the new and updated validations will be released to the CALPADS production environment. The recently posted CALPADS File Specifications v16.0, and CALPADS Code Sets v16.0 reflect these changes.

All special education-related changes, including new codes, will be included in a separate Flash.

Following the September 17, 2024, rollover release, other changes related to Fall 1 and Fall 2 will be released to the production environment. These changes primarily involve moving Certification Validation Rules (CVRs) to Data Discrepancies (DDs), with the goal of making them viewable through the Data Discrepancy user interface functionality before the Fall submissions open. The California Department of Education (CDE) will provide a Flash summarizing the changes for Fall 1 and Fall 2, along with ongoing status updates.

New Language Code: American Sign Language - ase

American Sign Language – ase, is being added to the Language Code set. Students whose primary language is American Sign Language are considered to have an English Language Acquisition Status (ELAS) of English Only (EO). Students whose primary language is a sign language other than American Sign Language should use language code Other Sign Languages – sgn. The definition of this code has been updated to exclude American Sign Language. These codes are summarized in the table below.

The existing IVR SELA0322 was also updated to reflect the new American Sign Language – ase code as described in the table below.

With the addition of the new American Sign Language Code (ase), this IVR was updated replacing the previous “sign language” (sgn) to American Sign Language (ase).


LEAs are reminded that students with an ELAS of To Be Determined – TBD and a primary language that is a sign language other than American Sign Language (sgn) are required to take the Initial English Language Proficiency Assessments for California (ELPAC) or Initial Alternate ELPAC.

Retired Work-Based Learning Type Code: Non-Registered Pre-Apprenticeships - 30

As described in CALPADS Flash #265, the State Board of Education (SBE) removed Non-registered Pre-Apprenticeshipsfrom use in the College/Career Indicator at their September 2023 meeting. Therefore, the Work-Based Learning Type Non-Registered Pre-Apprenticeship Program (code 30) is being retired beginning in 2024−25. If this code is included in the Work Based Learning (WBLR) file, the file will fail upon input.

Course Section File Field 9.27 No Longer Used

Field 9.27 - CTE Course Section Provider Code on the Course Section (CRSC) file is no longer being used and has become a “filler” field. Any data populated in this field will result in the file being rejected upon input.

New Fatal IVR on STAS File

The following new input validation rule (IVR) will be in production on September 17, 2024.
