Change in Migrant Student Data Collection
Beginning in the 2025−26 Academic Year, the California Longitudinal Pupil Achievement Data System (CALPADS) will receive students’ migrant statuses directly from the Migrant Student Information Network (MSIN), the authoritative source for this data, and will provide LEAs with a weekly extract identifying those students. Therefore, Education Program code 135 – Title I Part C Migrant, will be retired at the end of the 2024−25 Academic Year, and beginning July 1, 2025, LEAs will no longer be able to submit the migrant program record through the Student Program (SPRG) with a program Start Date of July 1, 2025 or after. Note that as LEAs complete their 2024−25 End-of-Year (EOY) submissions, they may continue updating student migrant statuses using code 135 if the program start date is prior to July 1, 2025.
Details about the new extract and related reports are described in the following sections.
New Migrant Extract
The Migrant Eligible Program Students (MEPS) extract will be available in July 2025. As described in Table 1 below, the extract will include the record type, students’ Statewide Student Identifier (SSID), Migrant Student Directory (MSD) number, the date students became eligible for the Title I Part C Migrant program, and the date students’ eligibility ended in the federal performance period (September 1 – August 31) or the date the students’ eligibility will end. The extract will also include students’ MSDs that may have been retired during a migratory student record merge in MSIN, along with the date that it was retired.

Migrant Student Identifier (MSD) | This is the state Migrant Student Directory (MSD) number assigned in the Migrant Student Information Network (MSIN) data system. |
Eligibility Start Date | Eligibility start date for the Certificate of Eligibility (COE), also known as the Qualifying Arrival Date (QAD). |
End of Eligibility Date | End of Eligibility (EoE) from MSIN. This will be populated for students whose eligibility ended in the federal performance period (September 1 – August 31) within the academic year, or it will be a projected future date. |
Retired MSD Number | The MSD number that is no longer in use due to a migratory student record merge in MSIN. If there are multiple retired MSD numbers, it will reflect the most recently retired MSD number. |
Retired MSD Date | The date the MSD number was retired. |
Last Update Date | The date the MEPS record was last updated in the weekly MSIN import. |
The extract will be updated on a weekly basis with new migrant students. LEAs should download this extract and then upload it into their student information system (SIS), as the extract is the authoritative source for students’ migrant statuses.
The “Last Update Date” reflects the last date a record was updated. LEAs may want to use the “Last Update Date” field to identify new migrant students, a change to an Eligibility End Date, or a retirement of an MSD. If no changes are made to a record, this date will reflect the first date the record was imported into CALPADS from MSIN.
Potential New MEPS Reports and Updating Existing CALPADS Reports
Assuming LEAs download the MEP extracts into their SIS, staff at the district and site levels will be able to view students’ migrant statuses in their SIS. Staff that support migrant students or other program staff can view any new migrant students in their SIS and reference additional information about the students directly in MSIN. The CDE, however, will potentially provide the following reports in CALPADS: Title I Part C Migrant – Count, and Title I Part C Migrant – Student List.
All existing reports in CALPADS will be updated to reflect students’ migrant statuses from the new data exchange with MSIN. Fall 1 related reports will be updated by early September, followed by updates to reports based on submissions.
Changes to Business Processes
LEAs should review their current business processes and determine how they will be modified to accommodate receiving students’ migrant statuses from MSIN through CALPADS instead of from their migrant regions. LEA CALPADS Administrators will no longer need to receive extracts from their migrant regions and populate their SIS with students’ migrant statuses for upload to CALPADS. Since LEAs will be receiving weekly extracts of migrant statuses from the authoritative source for these data, LEAs should not upload or identify migrant statuses through other local processes. Since the CALPADS extracts are updated weekly through the CDE-MSIN data exchange, LEAs should upload the MEPS extract into their SIS on a weekly basis.
