New Real-Time Version of Report 16.14 – Students with Disabilities – Plan Student List by District of Special Education Accountability

In an effort to assist LEAs in identifying which students with disabilities will be included in the calculation of their federal indicators for the State Performance Plan/Annual Performance Report (SPP/APR) and disproportionality, the California Longitudinal Pupil Achievement Data System (CALPADS) and Special Education Division Data Support teams are pleased to announce the release of a new real-time version of Report 16.14 – Students with Disabilities – Plan Student List by District of Special Education Accountability (DSEA).

This new report can be found in the Accountability/Monitoring Reports menu in a new “Districts of Special Education Accountability” section. LEAs can generate this report year-round based on a user specified “As of Date” to view the students whose most recent Special Education Plan (PLAN) record identifies the LEA as the DSEA. In other words, the report will include both:

  • Students enrolled at the LEA that is generating the report when that LEA is also the student’s DSEA; and
  • Students enrolled at other LEAs where the other LEA has identified the LEA that is generating the report as the student’s DSEA.

Note that students who are enrolled at the LEA generating the report, but whose DSEA is another LEA, will not appear in the report for the LEA generating the report.

This new report was released on November 4, 2025.
