Implementation

  1. How do I find the reimbursement rate for the county where I provide preschool services?
  2. Will any county’s rate be lower with the implementation of rate changes in Management Bulletin (MB) 22-01?

    No. Pursuant to Education Code (EC) Section 8242 (c), beginning January 1, 2022, California State Preschool Program (CSPP) contractors will be reimbursed at the greater of the 75th percentile of the 2018 regional market rate (RMR) survey or the contract per-child reimbursement amount as of December 31, 2021.

    The Budget Act of 2022 included a 6.56 percent cost-of-living adjustment effective July 1, 2022. Assembly Bill (AB) 185 amended EC Section 8242(c), specifying that CSPP contractors shall be reimbursed at the greater of the 75th percentile of the 2018 RMR survey, or the contract per-child reimbursement amount as of December 31, 2021, increased by the cost-of-living adjustment.

  3. I did not see a rate increase for my county. Do all counties get a rate increase?

    No, not all counties received a rate increase effective January 1, 2022. Rate increases were based on a comparison of the 75th percentile of the 2018 RMR survey, specific for each county, and the contractor’s rate as of December 31, 2021. If the contractor’s rate as of December 31, 2021 is greater than the rate determined by the 2018 RMR survey, the contractor will maintain their rate as of December 31, 2021.

    Effective Fiscal Year 2022-23, AB 185 amended EC Section 8242 (c), specifying that CSPP contractors shall be reimbursed at the greater of the 75th percentile of the 2018 RMR survey, or the contract per-child reimbursement amount as of December 31, 2021, increased by the cost-of-living adjustment. As a result, all contractors that previously had a full-day rate less than $55.27 and/or part-day rate less than $34.23 received a rate increase effective July 1, 2022.

  4. Will my increased rate affect the Child Days of Enrollment (cdes) in contract?

    No. When rate increases were processed, the contract Maximum Reimbursable Amount was increased proportionally. As a result, cdes were not impacted. Please note, beginning FY 2022-23, cdes are no longer reflected on the contract face sheet. Contractors may utilize the cdes calculator to determine the minimum, full-time equivalent cdes needed to fully earn their contract. The cdes calculator can be found at cdes Calculator (XLSX).

Reporting

  1. My California State Preschool Program (CSPP) provides services in multiple counties. How do I report enrollment in the Enrollment, Attendance, and Fiscal Report?

    As of January 1, 2022, reimbursement is based on the county in which preschool services are provided. As such, contractors must report enrollment for each service county in which services are provided. This will ensure that contractors are reimbursed accurately.

    Early Education and Nutrition Fiscal Services (EENFS) updated the California Preschool Accounting Reporting Information System (CPARIS) to allow for enrollment to be reported by service county. These system updates went into effect February 2022, allowing monthly reporters to submit January attendance data for each county in which they provide services.

  2. How do I report program costs on the Enrollment, Attendance, and Fiscal Report?

    Income and expenditure reporting will not be impacted by any changes related to implementation of MB 22-01 and will continue to be reported at the contract level, inclusive of all service counties.

  3. Can contractors use multiple special criteria adjustment factors?

    There is no change to the usage of special criteria adjustment factors. A child’s enrollment may only be reported once, regardless of the number of special criteria adjustment factors they are eligible for.

    If a child’s enrollment deems them eligible for multiple special criteria adjustment factors, the contractor can report the child in the category that is most financially beneficial. For example, if a child meets the criteria for both dual language learner and exceptional needs, the contractor can report the child in the special needs category because that category provides for greater reimbursement.

    Contractors with children enrolled in a classroom where Mental Health Consultative Services (MHCS) are provided will receive an additional factor of .10. While a contractor may only report each child’s enrollment once within the enrollment section of CPARIS, if the child is reported within the MHCS section, the MHCS adjustment factor is applied in addition to any special criteria factor.

  4. Are adjustment factors applicable to children enrolled in part-time services?

    Yes, adjustment factors are applicable to children enrolled in part-time services.

  5. Now that the three-quarters-time category is no longer applicable, how do I report a child who was previously reported as three-quarters-time?

    Effective January 1, 2022, the three-quarters-time category has been stricken from EC and is no longer applicable. Contractors with children enrolled that were, prior to January 1, using the three-quarters-time adjustment factor must determine whether those children fall into part-time or full-time as of January 1, 2022. Contractors should use the child’s certified schedule based on a full week of services to determine whether the child is deemed as a part-time (less than 30 hours per week) or full-time (30 hours per week or more) enrollment.

    Effective March 1, 2024, Senate Bill 140 amended EC Section 8205 (af) to redefine “part-time” as fewer than 25 hours per week and “full-time” to mean 25 hour or more per week. Beginning March 1, 2024, contractors will report all children with a certified schedule of less than 25 hours total per week as part-time and all children with a certified schedule of 25 hours or more per week as full-time.

  6. How do I know if a child should be reported as full-time or part-time?

    In order to determine whether a child is reported as full-time or part-time, contractors should use the child’s certified schedule based on a full week of services to determine whether the child is deemed as a part-time or full-time enrollment.  If the number of hours is less than 30 total hours, then each day will be reported as part-time. If the number of hours is 30 total hours or more, then each day will be reported as full-time.

    Pursuant to EC Section 8205 (af), effective March 1, 2024, part-time is defined as fewer than 25 hours per week and full-time is defined as 25 hours or more per week. Contractors will report all children with a certified schedule of less than 25 hours total per week as part-time and all children with a certified schedule of 25 hours or more per week as full-time beginning March 1, 2024.

  7. How does reporting enrollment change once the full-time and part-time definition changes go into effect on March 1, 2024?

    Beginning January 1, 2022, a child was considered full-time when their certified schedule totaled 30 hours or more per week, while part-time was defined as having a certified schedule of less than 30 hours total per week. SB 140 amended EC Section 8205 (af) to redefine “part-time” as fewer than 25 hours per week and “full-time” to mean 25 hour or more per week effective no later than March 1, 2024.

    As a result of this change, beginning March 1, 2024, contractors will report all children with a certified schedule of less than 25 hours total per week as part-time and all children with a certified schedule of 25 hours or more per week as full-time. An example of how this affects reporting enrollment would be a child who is certified to receive services Monday, Tuesday, Wednesday, and Friday for 5 hours per day, and on Thursday for 8 hours, totaling 28 hours per week. Between July 1, 2023, and February 29, 2024, the child’s days of enrollment would have been reported on the part-time rate category, as the total number of hours was below the full-time threshold of 30 hours per week. Beginning March 1, 2024, the contractor would report this child’s days of enrollment on the full-time rate category, as the total number of hours exceeds the new full-time threshold of 25 hours per week.

  8. How do I report a child who is certified to receive services mid-week?

    When a child is enrolled mid-week, contractors should start by using the child’s certified schedule to first determine whether the child is deemed as a part-time (less than 30 hours per week) or full-time (30 hours per week or more) enrollment. Children enrolled mid-week shall then be reported based on their certified schedule (encompassing one full week of services), beginning with their first day of enrollment. For example, if a child is certified 8 hours per day and five days per week, which results in a full-time schedule, and enrolled beginning on a Thursday, the child will be reported as full-time beginning on Thursday.

    Effective March 1, 2024, a child is deemed as part-time if their certified schedule is less than 25 hours per week or full-time if their certified schedule is 25 hours or more.

  9. How do I report a child who is certified for ten and a half (10.5) hours per day?.

    Children receiving at least full-time reimbursement and certified for 10.5 hours per day or more will continue to be reported as full-time-plus on the specific days in which they are certified to receive services for 10.5 hours or more. For example, if a child is certified to receive services for 10.5 hours two days per week, and eight hours three days per week, then the child is certified for full-time as the total number of hours is more than 30. Each day in which they are certified to receive services for 10.5 hours or more will be reported as full-time-plus, and the remaining days will be reported as full-time.

    If a child is certified to receive services for more than 10.5 hours on a specific day but their weekly certified schedule is still less than 30 hours, that child is deemed as part-time and may not report the one 10.5-hour day as full-time-plus. As an example, if a child is certified to receive services for 10.5 hours one day and four hours four days per week, which results in a part-time schedule, then the child will be reported as part-time for each day of the week. Note, effective March 1, 2024, when the full-time and part-time threshold changes to 25 hours, the child in this example would be deemed as full-time. Each day in which they are certified to receive services for 10.5 hours or more will be reported as full-time-plus, and the remaining days will be reported as full-time.

  10. How do I report a child who is enrolled less than five days per week?

    A child’s enrollment is deemed as part-time or full-time based on whether they are enrolled for less than 30 hours (part-time) or 30 hours or more (full-time) a week. Effective March 1, 2024, a child’s enrollment will be deemed as part-time or full-time based on whether they are enrolled for less than 25 hours (part-time) or 25 hours or more (full-time) a week.

    Once the child is deemed as part-time or full-time, a child’s enrollment will be reported as such, on each day the contractor is open to provide service for the child’s full enrollment period. To report the associated days of attendance, contractors should record the days the child is not certified to be in the program as an unscheduled day. For purposes of reporting, unscheduled days will be included as a day of attendance.

  11. How do I report a child during a holiday break or when the school is closed for vacation?

    There is no change to how children are to be reported during days in which the CSPP is closed. In no case should enrollment be reported on days that the program is not open to provide CSPP services.

  12. If my program is closed mid-week due to a holiday schedule, do I need to reassess whether children are to be reported as part-time or full-time on that week?

    No, you will not need to reassess how a child’s enrollment will be reported as a result of a holiday. Children enrolled with a regular schedule will be reported for each day of their eligibility period based on their certified schedule. Enrollment will not be reported for days in which a program is not open to provide preschool services. For example, if a child is certified Monday through Friday for full-time services, and the program is closed on Thursday and Friday due to a holiday, the child will still be reported as full-time on Monday, Tuesday and Wednesday. No enrollment will be reported on the days in which the program is closed due to a holiday.

  13. Does the determination of part-time and full-time enrollment impact how non-certified children enrolled in CSPP are reported?

    Contractors will report enrollment for non-certified children similarly to how they report certified children beginning January 1, 2022. Contractors must determine the time-base category (i.e. part-time or full-time) for each non-certified enrollment and report them in the appropriate category. This ensures that the contractor continues to be reimbursed accurately for the certified portion of the program.

    Note, when the full-time and part-time threshold changes to 25 hours beginning March 1, 2024, contractors should update how they report their certified and non-certified enrollment accordingly.

  14. How do I report a child with a variable schedule?

    In FY 2023-24, contractors should refer to the child’s maximum authorized hours of care to determine whether the child is deemed as a part-time (less than 30 hours per week) or full-time (30 hours per week or more) enrollment. Once the child is deemed as part-time or full-time based on their maximum authorized hours of care, a child’s enrollment will be reported as such on each day the contractor is open to provide services, regardless of attendance.

    Note, when the full-time and part-time threshold changes to 25 hours beginning March 1, 2024, contractors should update how they report certified enrollment accordingly.

  15. If my program is closed for staff training or professional development, do I need to reassess whether children are to be reported as part-time or full-time on that week?

    No, you will not need to reassess how a child’s enrollment will be reported as a result of the program closing for staff training. Children enrolled with a regular schedule will be reported for each day of their eligibility period based on their certified schedule. Enrollment will not be reported for days in which a program is not open to provide preschool services. For example, if a child is certified Monday through Friday for full-time services, and the program is closed on a Monday due to staff training, the child will still be reported as full-time Tuesday through Thursday.

    If a program closes early for staff training, enrollment for that day should still be reported based on a child’s certified schedule.  Using the example of a child who is certified for full-time services Monday through Friday, if the program closes four hours early on a Wednesday for staff training, the child will be reported as full-time on that day as the program was open and providing services.
