LCAP Planning Summary for CSI, TSI, and ATSI
Resource to assist local educational agencies (LEAs) in meeting federal school support planning requirements through the Local Control and Accountability Plan (LCAP).The LCAP Planning Summary is designed to assist single school districts, charter schools and LEAs with Dashboard Alternative School Status (DASS) Community of Practice schools eligible under the CSI-Low Graduation Rate criteria in meeting federal school support planning requirements for Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI) under the Every Student Succeeds Act (ESSA).

The ESSA, Section 1111(c)(4)(C–D) requires state educational agencies to determine school eligibility for CSI, TSI, and ATSI. The California Department of Education uses the California School Dashboard (Dashboard) to determine eligibility and exit for these school support categories. Beginning with the 2026 Dashboard, an LEA will be eligible for Differentiated Assistance (DA) as a result of one or more of its schools not exiting CSI within four years of identification. The table below identifies the required federal planning requirements for schools eligible for CSI, TSI, and ATSI, and explains how those requirements can be addressed within the LCAP. The column titled More Rigorous Action indicates requirements that an LEA must take to support its school(s) that did not exit CSI within four years.
