Information for select state and federal categorical programs.

The Categorical Allocations & Audit Resolution (CAAR) Office administers payments to local educational agencies (LEAs) and other organizations for a large number of state and federal programs. Programs are organized below according the funding source (state or federal) or COVID-19 stimulus (combination of state and federal fund sources). Each program’s web page includes a funding results page, additional program information, and other useful links. Below is a list of ongoing state programs with funds appropriated to eligible recipients. Select the program’s link for information on the funding amounts, eligibility criteria, and reporting requirements, if applicable.

  • Classified School Employee Summer Assistance Program
    State funds provided to participating local educational agencies to match amounts withheld from participating classified school employees’ monthly pay checks to be paid out during the summer recess period. (SACS Resource Code: 7415)
  • Mandate Block Grant
    These funds are to support mandated activities pursuant to Government Code Section 17581.6 and is in-lieu of receiving a mandate reimbursement claim. (SACS Resource Code: 0000)
  • Reversing Opioid Overdose
    These funds are to be allocated to county offices of education for the purpose of purchasing and maintaining a sufficient stock of emergency opioid antagonists for local educational agencies within its jurisdiction. (SACS Resource Code: 6620)
  • Specialized Secondary
    These funds may be used for any educational purpose. Formerly, they were restricted to the establishment of new, advanced, specialized programs in California high schools and continuation of specialized programs established in conjunction with the California State University (CSU) system prior to 1991-92.   • State Special Schools
    Fiscal information pertaining to State Special Schools adjustments and apportionments.
  • Student Friendly Services and Online Educational Resources
    Funding in support of providing access to higher education in California in the form of online tools designed to improve outreach and admission services to prospective students, families, counselors, teachers, and administrators. (SACS Resource Codes: 7410, 7411)
  • Unemployment Insurance Management System
    Funding is provided to county offices of education to cover the costs of administering the Unemployment Insurance Management System for each school employer participating in the School Employees Fund. (SACS Resource Code: 0000)

One-Time Programs Appropriated in Fiscal year 2025–26

Below is a list of one-time state programs with funds appropriated to eligible recipients in fiscal year 2025–26. Select the program’s link for information on the funding amounts, eligibility criteria, and reporting requirements, if applicable.

  • California Association of Student Councils
    Funding provided to the California Association of Student Councils for purposes specified in enacted legislation.
  • Children and Youth Behavioral Health Initiative, Fiscal Year 2025–26
    Funding provided to the Sacramento County Office of Education to continue providing services for the Children and Youth Behavioral Health Initiative. (SACS Resource Code: 7810)
  • Learning Recovery Emergency Block Grant
    Funding for county offices of education, school districts, and charter schools for learning recovery initiatives that, at a minimum, support academic learning recovery, and staff and pupil social and emotional well-being. (SACS Resource Code: 7435)
  • Literacy Coaches and Reading Specialists Grant Program
    Funding for county offices of education, school districts, and charter schools to develop school literacy programs, employ and train literacy coaches and reading and literacy specialists, and develop and implement interventions for pupils in need of targeted literacy support. (SACS Resource Code: 6211)
  • Special Olympics
    Funds allocated to support the Special Olympics.
  • Student Support and Professional Development Discretionary Block Grant, Fiscal Year 2025–26
    Funding is provided to eligible local educational agencies for discretionary purposes, including, but not limited to, professional development for teachers on the English Language Arts and English Language Development Framework, Literacy Roadmap, and Mathematics Framework; teacher recruitment and retention efforts; and career pathways and dual enrollment. Below is a list of one-time state programs with funds appropriated to eligible recipients in a prior fiscal year(s). The apportionment cycles have been completed and the funds are still available for expenditure or encumbrance and may have reporting requirements based on each respective program’s statute.   • A–G Completion Improvement Grant Program
    Provides additional supports to local educational agencies (LEAs) to help increase the number of California high school pupils, particularly unduplicated pupils, who graduate from high school with A–G eligibility requirements completed for admission to the California State University and the University of California.   • Arts, Music, and Instructional Materials Discretionary Block Grant
    Funding for local educational agencies and state special schools to obtain standards-aligned professional development and instructional materials in specified areas, COVID personal protective equipment and support arts and music education programs. (SACS Resource Code: 6762)
  • Educator Effectiveness
    A program providing funds to county offices of education, school districts, charter schools, and state special schools to provide professional development and to promote educator quality and effectiveness. (SACS Resource Code: 6266)
  • Ethnic Studies
    Funding provided to LEAs to support curriculum and instructional resources, professional development, or other activities that support the creation or expansion of ethnic studies course offerings. (SACS Resource Code: 7810)
  • Financial Distress Funding - One Time
    Funding is allocated to the Inglewood Unified School District and the Oakland Unified School District to cover a percentage of the projected budget deficit, after certain conditions have been met to improve the districts' fiscal solvency. (SACS Resource Code: 0000)
  • Literacy Coaches and Reading Specialists Grant Program
    Funding for county offices of education, school districts, and charter schools to develop school literacy programs, employ and train literacy coaches and reading and literacy specialists, and develop and implement interventions for pupils in need of targeted literacy support. (SACS Resource Code: 6211)
  • Sacramento County Office of Education Resources for Equity and Inclusion for Students with Disabilities - One-Time Funding
    Funding is provided to the Sacramento County Office of Education for the development, curation, production, and dissemination of public education resources regarding the value of equity and inclusion for students with disabilities. (SACS Resource Code: 7810)
  • Special Legislative Programs, Fiscal Year 2022–23
    One-time funding added to the Budget Act of 2022 by Section 207 of Assembly Bill 179 (Chapter 249, Statutes of 2022) to support various initiatives through expanding or initiating new youth programs and retaining teachers.
  • Special Legislative Programs, Fiscal Year 2023–24
    One-time funding added to the Budget Act of 2023 by Control Section 19.568 of Section 264 of Assembly Bill 102 (Chapter 38, Statutes of 2023) as amended by Control Section 19.568 of Section 97 of Senate Bill 104 (Chapter 189, Statutes of 2023) to support various initiatives through expanding or initiating new youth programs.
