  1. Full Instructional Quality Commission
    1. Call to Order
      Commission Chair Guerra called the meeting to order at approximately 10 a.m.

    2. Salute to the Flag
      Student Commissioner Akkaraju led the salute to the flag.

    3. Overview of Agenda
      Commission Chair Guerra gave an overview of the agenda.

    4. Approval of Minutes for the September 17, 2025, Commission Meeting (Action)
      Action: Commissioner Lanning moved to approve the September 17, 2025, Commission meeting minutes. Commissioner Raygoza seconded the motion. There was no discussion or public comment. The motion was approved by a vote of the members present (14–0). Assemblymember Ramos, Senator Allen, and Commissioner Young were absent from the meeting. Commissioner Durant abstained from the vote.

    5. Report of the Chair
      Commission Chair Guerra did not give a report.

    6. Report of the Executive Director
      Executive Director Mike Torres gave a report.

    7. Report of the State Board of Education
      State Board of Education (SBE) liaisons Glover Woods and Lewis reported on the activities of the SBE.

    8. 2026 English Language Arts/English Language Development (ELA/ELD) Instructional Materials Follow-up Adoption (TK–8) Guidance (Information)
      Staff gave a presentation on the 2026 ELA/ELD Instructional Materials Follow-up Adoption (TK–8) Guidance. The Commission discussed. There was no public comment.

    9. 2026 ELA/ELD Instructional Materials Follow-up Adoption (TK–8) (Information)
      Staff gave a presentation on the 2026 ELA/ELD Instructional Materials Follow-up Adoption (TK–8) process. There was no public comment.

  2. English Language Arts/English Language Arts Subject Matter Committee
    1. 2026 ELA/ELD Instructional Materials Follow-up Adoption (Information/Action)
      1. Recommendation of Instructional Materials Reviewers (IMRs) and Content Review Experts (CREs) (Information/Action)
        Action: Commissioner Hicks moved to recommend all of the Instructional Materials Reviewer (IMR) and Content Review Expert (CRE) applicants to the full Commission. Commissioner Daniller seconded the motion. There was no discussion. A few members of the public gave public comment. The motion was approved by a vote of the members present (8–0).

  3. Personal Finance Subject Matter Committee
    1. Draft 2026 Personal Finance Curriculum Guide (Information/Action)
      1. Report on Public Comments Received During the Public Review and Comment Period October 1–31, 2025 (Information)
        Staff gave a presentation to the Commission on the public comments received during the public review and comment period.

      2. Public Hearing on the draft Personal Finance Curriculum Guide
        Subject Matter Committee (SMC) Chair MacGaffey opened the public hearing at 11:56 a.m. No members of the public gave public comment. SMC Chair MacGaffey closed the public hearing at 11:58 a.m.

      3. Recommend the draft Personal Finance Curriculum Guide following the inclusion of the edits in the table to the Full Commission (Action)
        Action #1: Commissioner Bradshaw moved to recommend the revised draft Personal Finance Curriculum Guide to the full Commission with the edits approved by the SMC. Commissioner Winawer seconded the motion. There was no further discussion or public comment. The motion was approved by a vote of the members present (8–0).

        Action #2: Commissioner Lanning moved to ask the Full Commission to delegate to the IQC Chair and Personal Finance SMC Chair the review and approval of the agreed upon changes to the draft curriculum guide as well as any technical edits identified by Curriculum Frameworks and Instructional Resources Division staff (e.g., grammar, punctuation, word order, citations) before the draft is transmitted to the SBE for review and approval. Commissioner Bradshaw seconded the motion. There no discussion or additional public comment. The motion was approved by a vote of the members present (8–0).

  4. Full Commission Reconvenes
    1. Reports/Actions from Subcommittees
      ELA/ELD Subject Matter Committee

      Action #1: Commissioner Zepeda moved that the IQC recommend the IMRs and CREs to the SBE. Commissioner Raygoza seconded the motion. There was some discussion. There was no public comment. The motion was approved by a vote of the members present (15–0). Assemblymember Ramos, Senator Allen, and Commissioner Young were absent from the meeting.

      Personal Finance Subject Matter Committee

      Action #2: Commissioner MacGaffey moved that the IQC recommend the draft Personal Finance Curriculum Guide to the SBE with the edits approved by the Personal Finance SMC. Commissioner Winawer seconded the motion. There was no discussion or public comment. The motion was approved by a vote of the members present (15–0). Assemblymember Ramos, Senator Allen, and Commissioner Young were absent from the meeting.

      Action #3: Commissioner MacGaffey moved that the IQC delegate the IQC Chair and Personal Finance SMC Chair to review the agreed upon changes to the draft Personal Finance Curriculum Guide, as well as any minor edits identified by the Curriculum Frameworks and Instructional Resources Division staff (e.g., grammar, punctuation, word order, etc.) before the draft is transmitted to the SBE. Commissioner Reina-Guerra seconded the motion. There was some discussion. There was no public comment. The motion was approved by a vote of the members present (15–0). Assemblymember Ramos, Senator Allen, and Commissioner Young were absent from the meeting.

    2. English Language Development Compendium
      Staff gave a presentation on the English Language Development Compendium. There was no public comment.

    3. P–3 Progressions
      Early Education Division Director Stephen Propheter gave a presentation on the P–3 Progressions. There was no public comment.

    4. Individual Commissioner Reports
      There were no commissioner reports.

    5. Commissioner Reports
      This was the last meeting for Commissioners MacGaffey, Reina-Guerra, and Winawer with their terms on the Commission ending. Commissioners acknowledged their work while on the Commission. There was no public comment.

    6. Adjournment
      Commission Chair Guerra adjourned the meeting at approximately 1:14 p.m.
