1.  History–Social Science Subject Matter Committee
A.  Call to Order

SMC Co-Chair Honig called the History–Social Science SMC meeting to order. He provided a brief overview of the meeting agenda.

B.  History–Social Science Framework for California Public Schools: Kindergarten through Grade Twelve (Information/Action)

SMC Co-Chair McTygue gave a presentation about the history of the framework update process to date and the revised draft chapters. Assemblymember Adrin Nazarian briefly addressed the SMC during the morning session. Co-Chair Honig led the SMC through the revised chapters, beginning with the chapters that the SMC had previously reviewed and edited at its meeting on May 8, 2015.

The SMC addressed the chapters in the following order:

  1. Introduction
  2. Professional Learning
  3. Assessment of Proficiency in History–Social Science
  4. Access and Equity
  5. Instructional Strategies
  6. Grade Span Overview K–5
  7. Kindergarten Course Description
  8. Grade 1
  9. Grade 2
  10. Grade 3

  12. Grade 5
  13. Grade Span Overview 6–8
  14. Grade 6
  15. Grade 7

SMC Co-Chair McTygue introduced each chapter, highlighting some of the major changes in the latest draft. Commissioners and State Board Liaisons were invited to suggest edits to the framework, which were discussed and recorded by staff.

C.  Public Comment on the Draft History–Social Science Framework

After completing its discussion, Co-Chair Honig called for public comment. The following individuals provided comment:

SMC Co-Chair Honig reconvened the History–Social Science SMC meeting.

D.  History–Social Science Framework for California Public Schools: Kindergarten through Grade Twelve (Information/Action)

Co-Chair Honig continued to lead the SMC through the remaining revised chapters. The SMC addressed the chapters in the following order:

  1. Grade 10
  2. Grade 11
  3. Grade 12: Principles of American Democracy
  4. Grade 12: Principles of Economics
  5. Evaluation Criteria

SMC Co-Chair McTygue introduced each chapter, highlighting some of the major changes in the latest draft. Commissioners and State Board Liaisons were invited to suggest edits to the framework, which were discussed and recorded by staff. Those edits will be compiled into a list and brought to the full IQC at its meeting on November 19–20, 2015.

E.  Other Matters/Public Comment

After completing its discussion, Co-Chair Honig called for public comment. The following individuals provided comment:

After the conclusion of public comment, Co-Chair Honig called for a motion to approve the draft History–Social Science Framework, as edited by the Subject Matter Committee, and forward it to the full Instructional Quality Commission. Commissioner Isken made the motion and Commissioner Krishna seconded. The motion was approved by the unanimous vote of the SMC.

Co-Chair Honig confirmed that it was the will of the SMC not to seek applications for an expert panel to review the draft framework and, therefore, the October 23, 2015, History–Social Science teleconference meeting will not take place.
