Instructions: Title III EL NPS Reimbursement

Consolidated Application and Reporting System data entry instructions for the 2024–25 Title III English Learner (EL) Nonprofit Private School (NPS) Reimbursement data collection form.
Data Collection Purpose

To capture the actual documentable number of nonprofit private school English learner (EL) students who received Title III services from July 1, 2024, through June 30, 2025.

The local educational agency (LEA) will be reimbursed for the number of nonprofit private school students served in 2024–25, using 2025–26 apportionment funds, as reported in this data collection form. If no nonprofit private school students were served in 2024–25, then please indicate "0".

This data collection form is relevant if one or more nonprofit private schools within the district boundaries has a signed written affirmation on file, as reported in the same fiscal year (FY) Nonprofit Private School Consultation data collection form. This data collection form is also relevant when a non-unified district added one or more nonprofit private schools from outside their boundaries to their same FY Nonprofit Private School Consultation data collection form and the added school has a signed written affirmation on file, as noted in the latter form.

Program Information

LEAs that receive a Title III EL Student Program subgrant are required to serve EL students enrolled in nonprofit private schools whenever the administration of a particular nonprofit private school requests to participate in the program.

After timely and meaningful consultation with appropriate nonprofit private school officials, during the design and development of this program, the LEA must provide equitable services that address the needs of nonprofit private school students and staff under this program. Refer to the Consolidated Application (ConApp) Program Guidance section on the California Department of Education (CDE) Consolidated Application web page for more information regarding Elementary and Secondary Education Act participation and reporting of students in nonprofit private schools.

To ensure that equitable services were delivered to eligible students under Title III, the LEA must report the total number of nonprofit private school students who received services in the 2024–25 FY. For more information, see the CDE Title III EL Student Program Private Schools web page.
