Item 1– Early Childhood Special Education: Updates from the Field: An update on the current work of the SED to increase preschool inclusion, technical assistance support to local educational agencies, new initiatives from the Governor’s budget, collaboration with the CDE’s Early Learning and Care Division, and national updates will be provided. Item 2–California Practitioners’ Guide for Educating English Learners with Disabilities Overview: The contents of the recently released California Practitioners’ Guide for Educating English Learners with Disabilities, which was created through the passing of Assembly Bill 2785 (Chapter 579, Statutes of 2016), will be discussed. Item 3–California 2020 World Languages Framework and 2020 Arts Framework Update and 60-Day Public Comment Process: An update on the draft California Arts Framework and World Languages Framework will be presented, including how to navigate the public comment portals. Item 5–Legislative Update: An update on the results from the 2019 California Legislative Session, including information on specific special education-focused legislation recently signed by Governor Gavin Newsom, will be provided. Item 12– State Performance Plan/Annual Performance Report: The proposed federal fiscal year 2018 State Performance Plan (SPP)/Annual Performance Report detailing the performance of students with disabilities in California will be presented. Item 13– State Performance Plan Indicator Target-Setting Breakout Discussion: Breakout groups will discuss SPP Indicators and their potential, future targets as a part of the re-targeting process states must go through every six years as mandated by the federal government.
