SPSA Planning Summary for CSI, TSI, and ATSI
Planning resource to assist local educational agencies (LEAs) in meeting federal school support planning requirements through the School Plan for Student Achievement (SPSA).The SPSA Planning Summary is designed to help LEAs and schools use the SPSA to meet the federal school planning requirements for Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI). Under the Every Student Succeeds Act (ESSA), schools receiving Title I funds that operate a schoolwide program, as well as schools identified for CSI, TSI, or ATSI, must develop a SPSA. Assembly Bill 716 revised California Education Code (EC) Section 64001 to align state and federal school planning requirements, allowing the SPSA to serve as the primary planning document for meeting both requirements.
As a convenience, the California Department of Education (CDE) developed a SPSA template and instructions for each federal school support category. If the SPSA is completed according to the instructions provided and implemented with fidelity, it would meet all federal school planning requirements, as applicable.

The table below identifies the required federal planning requirements for schools eligible for CSI, TSI, and ATSI, and explains how those requirements can be addressed within the SPSA.
