  1. Full Instructional Quality Commission
    1. Call to Order
      Commission Chair Chao called the meeting to order at approximately 1 p.m. All commissioners introduced themselves, verified the posting of the public meeting notice/agenda, and indicated if any members of the public were present at their location. The Curriculum Frameworks and Instructional Resources Division (CFIRD) staff at the California Department of Education (CDE) were also identified.

    2. Overview of Agenda
      There were no changes to the agenda. Commission Chair Chao reviewed the procedures for the teleconference meeting.

    3. Approval of Minutes
      ACTION: Commissioner Costa Hernández moved to approve the March 28, 2019, Commission meeting minutes. Commissioner Muñoz seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (15–0). Commissioners Fairchild and Weber were absent from the meeting.

    4. Report of the Chair
      Commission Chair Chao gave a report.

    5. Executive Director’s Report
      Executive Director Stephanie Gregson gave a report.

    6. Report of the State Board of Education (SBE)
      SBE liaison Patricia Rucker gave a report on the activities of the SBE.

    7. 2020 and 2021 Meeting Minutes (Action)
      ACTION: Commissioner Naditz moved to approve the revised 2020 and new 2021 meeting dates. Commissioner Woo seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (15–0). Commissioners Fairchild and Weber were absent from the meeting.

  2. History–Social Science Subject Matter Committee (HSS SMC)
    1. 2020 Ethnic Studies Model Curriculum (Information/Action)
      1. Recommend to the Full Commission Approval of the Draft Ethnic Studies Model Curriculum for the Public Review and Comment Period

        Prior to the committee’s discussion of the draft model curriculum, Dr. Gregson provided an overview of the model curriculum development process. Ken McDonald, CFIRD staff, then reviewed the guidelines and highlighted some key items.
        SMC Chair Diaz led the discussion of the draft model curriculum. The committee reviewed the draft model curriculum and recommended edits to be made before the draft is posted for the public review and comment period.

        ACTION: Commissioner Williamson moved to recommend to the full Commission that the draft Ethnic Studies Model Curriculum be posted for its public review and comment period with the changes agreed upon by the committee. Commissioner Lara seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the committee members present (8–0).

        ACTION: Commissioner Muñoz moved to ask the full Commission to delegate to the Commission Chair and HSS SMC Chair the review and approval of the agreed upon changes to the draft model curriculum, as well as any minor edits identified by the CFIRD staff or the writers (e.g., grammar, punctuation, word order, citations) before the draft is posted for public review and comment. Commissioner Phanthai seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the committee members present (8–0).

      History–Social Science Subject Matter Committee
      1. Approve the Draft Ethnic Studies Model Curriculum for the Public Review and Comment Period (Action)

        ACTION: HSS SMC Chair Diaz moved that the full Commission approve that the draft Ethnic Studies Model Curriculum be posted for its public review and comment period with the changes recommended by the SMC. Commissioner Murphy-Corwin seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (15–0). Commissioners Fairchild and Weber were absent from the meeting.

        ACTION: HSS SMC Chair Diaz moved to recommend that the full Commission delegate the Commission Chair and HSS SMC Chair to review the agreed upon changes to the draft model curriculum, as well as any minor edits identified by the CFIRD staff and the writers (e.g., grammar, punctuation, word order, citations) before the draft is posted for public review and comment. Commissioner Murphy-Corwin seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (15–0).
