California Workforce Pathways

The Workforce Pathways Joint Advisory Committee plans to address workforce pathways to support California’s regional economies.

The California Workforce Pathways Joint Advisory Committee (CWPJAC) plans to address systems alignment policies specific to career pathways within the context of recent and future state and federal investments. In this way, California will be well positioned to take advantage of the strengthening Career and Technical Education for the 21st Century Act and determine how those federal funds may complement and further California’s policy objectives regarding workforce pathways in the state’s regional economies.

California Perkins V State Plan Public Comment

The California Department of Education submitted a waiver to the U.S. Department of Education, Office of Career, Technical, and Adult Education, requesting an extension to the availability of Fiscal Year (FY) 2018 funds authorized by Title I of the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV), and Title II (the Adult Education and Family Literacy Act (AEFLA)) of the Workforce Innovation and Opportunity Act (WIOA) until September 30, 2021. Members of the public are invited to provide comments on this waiver, please submit comments via email,, no later than June 12, 2020.

Background: Both Perkins IV and AEFLA are federal programs that allows funds to be expended over a 27-month period and is referred to as the Tydings Amendment. For the federal funds received from these two programs in FY2017-18, the 27-month period expires on September 30, 2020. Due to program and fiscal issues that have arisen because of COVID-19, states have the ability to request a waiver to extend the period for an additional 12 months i.e. through September 30, 2021. The impact of receiving this waiver would provide an extension for expending federal funds for an extra twelve months.

When these federal funds are used for local assistance, any unexpended funds within each of the two fiscal years spanning the 27-month period is always captured by the state and reallocated back as local assistance funds in the following fiscal year. In other words, local recipients of these federal funds are not permitted to carry forward current fiscal year funds to the next fiscal year. As a result, the Tydings amendment waiver submission requested here does not permit local recipients of these federal funds to carry them over from one fiscal year to the next. To have this happen, it requires separate legislation, and is currently under discussion by the US Congress.

The meeting agendas of the CWPJAC cover a range of educational issues focusing on vocational/career technical education as outlined by California Education Code 12053. The issues on the CWPJAC agendas are of interest to educators, state and local policy makers, parents and guardians, students, industry, and community members. The public is welcome.

Generally speaking, the agenda and agenda items, including any supporting materials that are electronically available, will be uploaded ten days prior to the CWPJAC’s meeting. The supporting materials (e.g., attachments, addendums, CWPJAC commentary, or related reports) will be listed below the item number as they become available electronically.
